"Tunnel Controls" is the title of Muncie Dunn's memo.[1]

Transcript

They designed this big tunnel to link their new Gent Building to Joey Drew Studios. They want to keep labor and parts flowing between them. I don't think they fully knew what they was actually creating here.
When workers are heading through the shaft, you gotta drain the center duct into the overflow. When they're gone, you flood it again. Any schmuck can do it, even if they're not an engineer. But the main thing is: you gotta make sure all the duct hatches are all open! Once they're open, the overflow can go drain back and forth between two docks.
Simple stuff, but a bit complicated when you're working by yourself.

Location

In Bendy and the Dark Revival: Chapter 3 - The Eternal Machine, the memo was found on top of a metal barrel from the first section of the sewers.
