Location

In Bendy and the Dark Revival: Chapter 3 - The Eternal Machine, the memo was in Joey Drew's safehouse, on the table from the room past Joey's gravestone.

It was the fourth memo written by Joey Drew in Bendy and the Dark Revival.[1]

Other information

White Rabbit is a name of a fictional character in Lewis Carroll's Alice's Adventures in Wonderland, and thus given the memo's context, it alludes to the "follow the White Rabbit" phrase, which was originally a metaphor to look for an unlikely clue only to find themselves in a bewildering situation.
